Mechanical Completion

Ensuring safe handover from construction to commissioning.

Mechanical completion (MC) is the first major step of pre-commissioning, marking the handover from construction to commissioning. This crucial step must be done with precision and safety.

At MCCS, we have been delivering international mechanical completion and pre commissioning services to plant, renewable, oil and gas clients – across Asia, the Pacific, the Middle East, and Europe and global offshore enviroments for over 30 years.

What Is Mechanical Completion?

Mechanical completion ensures that all equipment, piping, instruments, and systems in a facility are fully installed and verified in accordance with engineering design, safety requirements and global construction standards.

Our experienced engineers, supervisors, and technicians manage every aspect of the mechanical completion to pre-commissioning process to prepare your assets for safe commissioning and start-up.

The Stages of Mechanical Completion

The stages of mechanical completion involve the final construction checks, documentation handover, and preparation for pre-commissioning. These are as follows:

Systems and Sub-systems Breakdown

We structure your project into systems and subsystems to streamline execution and documentation.

Our scope includes:

  • Breaking down the facility into sections (mechanical completion packages).
  • Defining system boundaries, tags, and discipline ownership.
  • Prioritisation of packages with commissioning and start-up logic in mind.

This structured approach improves traceability, speeds up approvals and supports efficient handover to the pre-commissioning stage.

Comprehensive Inspection & Verification

MCCS performs detailed inspections to confirm that all equipment and components are installed correctly and ready for testing.

This includes:

  • Verification of mechanical alignment, piping, supports and structural elements.
  • Instrument installation and continuity tests.
  • Electrical tests of continuity, cable megger tests, grounding, etc.
  • P&IDs conformity checks.
  • Ensured compliance with international codes and client standards

Our inspection process ensures quality, safety, and full engineering integrity before the system progresses to the pre-commissioning stage.

Static Testing & Verification Activities

MCCS executes all required static tests for quality confirmations to ensure piping, vessels, and equipment integrity in accordance with approved procedures, codes, and project specifications prior to system handover.

  • Flange management and joint integrity management
  • Pressure tests, including hydrotesting, pneumatic testing, and nitrogen/helium leak testing.
  • Pipeline cleaning via flushing, chemical cleaning, nitrogen purging, or air blowing.
  • Equipment and vessel integrity inspections

These tests ensure your plant is safe, leak-free and reliable.

Punch List Management

Our teams lead and coordinate punch list activities to ensure any issues are identified, logged and closed.

We track progress with our proprietary completion management software, PUMA+, which allows us to:

  • Categorise punch items into priorities (A, B, and C).
  • Close critical A-priority punches before handover for facility pre-commissioning.
  • Ensuring transparency and efficiency in managing punch lists to avoid delays in project timelines.
Inspection Test Records and Certification

This is the formal sign-off of mechanical completion certificates that state that systems are built to specification, have been tested thoroughly, and that the project is ready for pre-commissioning.

We manage all project documents with PUMA+, ensuring the following records and certificates are accurately captured and verified:

  • Mechanical Completion Certificate
  • Ready for Commissioning Certificate
  • Inspection Test Records in accordance with the inspection test plan
  • QA/QC verification
  • Witnessing strategy with the client
Handover to Pre-commissioning

Once all activities are completed, we formally certify the system as ready for pre-commissioning. This final stage includes:

  • Validating documentation and punch item closure
  • Ensuring system/subsystem readiness
  • Coordinating with commissioning teams for a smooth transition
